Creating an entirely new God would take an awfully large amount of effort. Much easier to discard the shards of failure into the unborn body of your prospective God and simply call for an already existing one, and try to get them to do your work.

Sadly for him, Gods are quite unruly, and don't usually listen to random commands that mortals give them. Who would have thought?
