Summary
A Prime is the property of the Council and their Magnus; it's written into the oath they speak upon taking the rank, codified in law.
A Prime is a tool in the running of the Great Machine, and it doesn't matter what they want.
The Decepticons want an heir of both Autobot and Decepticon origin in order to solidify the alliance between them. The Autobots have a bothersome, useless Prime to offload.
Megatron doesn't say no; Sentinel is never given the option to. Now, they both need to survive this bonding.

He’s looking at the desk so he doesn’t have to look at the body under the desk, crumpled and smaller than it has any right to be. There’s no blood, because he’d shot him with a blaster, but the room smells faintly of burned flesh and fabric and wood. He licks his lips and considers the Chancellor’s staring eyes, pale yellow in the light streaming through his office windows.
Behind him, Thorn curses. “Fuck.”
Fox nods. “Do you think we can hide it in the closet?”
“Do you think we can - no, we cannot hide the Chancellor of the Republic’s body in a closet. Someone is going to start missing him.”

Fox shoots Palpatine. He would love to think that this fixes everything - peace can be declared, his brothers can stop fighting, people might give his Guard a modicum of respect - but he's worked the Senate long enough to know that the man wasn't the only one who wanted this war to drag on forever.
They can't let the rest of the world know that Sheev Palpatine died in his office. It's fine. Everything is fine. Fox has been on Coruscant long enough to know how to put on a show, and he knows more about the man than anyone else. They can do this.
They don't have a choice.

The heat-haze is a slow thing, once it’s come up on him. It has a taste, a stickiness, a way of lingering that he can’t shrug off. He sleeps for too long, and when he doesn’t sleep it’s because the need has woken him up, fingers between his wet thighs. It doesn’t help. The ache inside of him is yawning and depthless.
He feels his frame fold down, shifting, until he has four paws and claws and fangs and still so much need.
He chirps, mournful. Where is his mate? Why is he alone? He needs him, hadn’t he told Depth Charge that? He wants him, he’s asking for him. His warbling cries fill his quarters.
Eventually, he sleeps again.
The next time he wakes up it’s to the chill of fingers sweeping down his spine. A broad palm presses against his shoulder, the sharp ridge of a mech’s nose nuzzling in under one of his triangular ears. “Cheetor,” Depth Charge scolds softly, “You were supposed to comm me when your heat came.”

Five cadets and Alpha-17 are left alone on Rishi for a week of survival training. Of course nothing goes as planned.

The snare has snapped closed around the neck of the Rishette creature. It's large, almost half as big as Fox himself, with thick brown-dappled gold fur and sharp, pale purple eyes. Its front claws are long and cut through the air as it thrashes weakly, the snare tie around its neck too tight for it to do more than make desperate wuffling noises. Liquid shines at the corners of its eyes, saliva foaming at the its mouth.
Fox holds the sharp rock he'd found at the river's edge in one hand. With the other he pushes the creature's head in the dirt, until it can't thrash anymore. He raises the rock high - so heavy it wavers in the air, fingers barely curling around its fat shape - and brings it down with a dull, wet sound on the animal's head.
It stops screaming.

The war is over, which is great. The Decepticons and Autobots need a way to kickstart the rebuilding of renewable energy generators on Cybertron, which is - well, inconvenient. Luckily the humans have enough interest in them to buy into whatever it is they decide to sell.
Reflector's fine with it. It gives him the opportunity to do what he was built to - after all, every great media campaign needs photos.
(And if there are twice as many photos of the pretty hybrid car and his human, well...)
