Tim wasn't part of the Bat family. Well, not really anyway. With Bruce's return from the time-stream, Damian's acceptance into the family, and Jason still lurking around - Tim's role has morphed to one of a glorified secretary.
He convinced himself that it was okay. That it was what he deserved - after all, he did stalk his way into their lives, he couldn't expect much from people who never really wanted him in the first place.
