Bilbo's hair has always grown very fast and as a Baggins, he takes pride in a neat apperance. No adventure is going to prevent him from keeping his hair trimmed! For a dwarf, however, talking about hair is very taboo, something you only discuss with family or a close lover. Cutting a dwarf's hair communicates great grief or unspeakable shame. That's why the Company are in despair when Bilbo keeps cutting his beautiful hair. They can't figure out why, when they've told him countless times his past doesn't matter to them...

Long ago, a dwarf child was lost and found in a storm by Bilbo Baggins. He has no idea where his young ward came from; all attempts to find Kíli's family failed. Sticking together, they make do and it's a peaceful life.
Until Gandalf arrives with talk of adventure. Until the Company of Thorin Oakenshield arrives on their doostep.
Or: Kíli's a missing prince. Bilbo's not about to let his (son) ward face a dragon without him.

Summary
"Halfling" is considered an insult in the Shire. Of course, Big Folk (and dwarves) know far less than they think they do, so this fact eludes them. It especially eludes Thorin Oakenshield, so if Bilbo decides to use a Hobbit means of communicating his irritation, who can blame him?
