The Reaping has never been as random as the Capital would like them all to think. There’s always a discussion about who has been acting up, who needs to be punished, and who people would care about the most. It’s why Adam is safe, despite his fifty-three entries into the bowl. No one would care if Adam were reaped, and so it’s useless to reap him.
