When the wing you worked at was in violation of the Head's rules, it was only natural for action to be taken to correct this. You wondered at times what would have happened if a different arbiter had been assigned the job.
A Yandere!Arbiter!Hong Lu mini-fic that may or may not be in character. I realize now that there is very little focus on the yandere portion, sorry to anyone looking forward to that.
