Charlie Swan knew from day one exactly what the Cullens were. Everyone in Forks always assumed that Charlie Swan was nothing more than a quiet, emotionally inexpressive, small town police chief. No one ever realized he was so much more than that though! He kept his town, his people, and his daughter safe. He helped keep things calm and under control in the only way he could, by keeping secrets, and always watching in the background. Going to the diner every night really served the purpose of keeping his finger on the pulse of his town, and the supernatural entities within it. He always knew, all the sordid little details. This story explains why he never said anything.
