Quirks aren't everything in this world, nor is your family status.
Animals are treated less than humans, even though they have the capacity to feel emotions and think for themselves. They're pushed away, merely because they're not human. Nezu? Heck, he's so smart, everyone's scared of what would happen if they got on his bad side. Half the society, at the very least, still think that he's just an animal.
Midoriya? No quirk, he's ranked even lower, less than human. At least Nezu still had a quirk.
At least, that's what they thought.

“No,” Mayor Bourgeois answered, frowning. “Actually, I haven’t seen her since she left for school yesterday morning. She said your movie night went late so she was staying at your apartment for the night. Why?”
“Oh, you know Chloe.” Sabrina laughed shrilly. Nooroo started beating his wings against her collarbone in agitation. “She’s probably just taking forever to get ready. Or else she decided to play a prank and take the express route to the ground … You know, that’s probably what it is. I’ll go check outside for her.” With that she turned on her heel and walked out of the hotel. “Max, we might have a problem here. Can you track Chloe’s phone?”
“The last location her cell phone was active was… the Agreste Fashion House building, during yesterday’s press conference. After she transformed, the signal stopped and it has not resumed. Her miraculous location tracker is also inactive, so she is not transformed.”
“So we don’t know where Chloe is,” Sabrina stated, “and no one has seen her since yesterday. And she was transformed at the time. We’ve definitely got a problem."

Midoriya Hisashi was disowned by his family for using their name as a villain. Despite her brother, his sister Tomoe kept in contact with her brother's wife and child, making sure she spent at least an afternoon with them every time she was back in Japan. Before her nephew’s final year of middle school, she finds out that he is bullied for being quirkless, and due to her own daughter's mild or hidden quirk, knows France will be kind to him and offers to bring him to live with them for at least a year.
Izuku doesn’t know what to think of his blunt, rather emotionally stunted cousin, nor his strict aunt, but he finds Paris to be interesting. He is introduced to Agreste Ad- no, Adrien Agreste, he really must remember the names are backwards now, and they all enroll in the public school. School, where Izuku meets so many interesting and wonderful people, including Marinette, who is also quirkless like him, but so much more confident than he is. Can he be like her? Can he be confident and comfortable here in this foreign place?
Then it turns out Paris has villains of unknown power that cannot be defeated by quirks and new superheroes come to the stage, and Izuku’s life gets a little more complicated…
