Her wings wide and speckled with snowflakes. She was always watching, always friendly, told him things without speaking, such as 'I will always be here with you', and 'enjoy this while it lasts', and 'you will learn in due time', and 'you don’t need to worry'. Everything was so very yellow and bright. Only his sister believed him. His mother wanted to.
My take on when the Raven Queen tells Vax in season two: "I have been watching you longer than you know".
Or; the author has a thing for predestination and this is my interpretation of the Raven's Queen's presence with Vax'ildan throughout his early life. -

A shock tore the breath from her lungs. There was stone beneath her hands. The sound of rain still fell, but muffled now; as though the world had closed itself off beyond thick walls. Her limbs still refused her, her mind sluggish and heavy. She felt the vague sensation of being lifted, carried, voices–clearer, though distorted.
“--him to the circle.”
“The sister?”
“She’s to be kept...”
Vex tried to blink her eyes open, she flexed her hand, trying to force her body to respond to her demands to move but something struck her across the temple when she attempted to lift her head. A burst of white pain and then the dark swallowed her again.

Summary
Keyleth wakes, hungry and cold and alone. Her bed is warm, but her body isn’t containing any of the heat. She rolls over to face the dark room, her head spinning as she does. She thinks of the food going bad in her kitchen, of Vax trying to get her to eat last night and his suspicion when she refused.
“I’m not hungry. Had a late lunch.”
“You sure, Kiki? I haven’t seen you eat in days.”
“Yeah. I’m sure.”
