Garak?” Julian exclaimed incredulously upon seeing the familiar figure exit the lift, “What are you doing here?”
“Now really,” Garak made a show of bristling slightly as he made his way into the sterile office space, “I am quite tired of being interrogated at every turn. You’d think the citizens in this facility would be more grateful. I am, after all, the one who authorized its existence.”

The plan seemed simple:
Julian would go on his first away mission since the camp. He'd explore a planet and avoid triggering his newly minted and (mostly) under control PSTD, while trying not to worry about Garak too much.
Garak, left behind on DS9, would attempt to do something healthy and proactive about his own recovery, even if he knew it would never work, so as to delay Julian from inevitably deciding to leave him.
Spoiler: Nothing goes according to plan.
