Summary
After the recently inducted Board Chairman's disastrous move to get rid of Academy City's Dark Side, a mysterious Kihara decides to take matters into her own hands and prepares a simulation to develop his skills in politics and governance. With the assent of the Puzzle, he is sent as member of the Zenin with the explicit goal to "bring the Heian era to the world of curses".
