Summary
In spite, the emperor was foolish because Ahsoka would never break. One cannot break someone who is already broken.
But her heart had taken quite the beating and would soon die, she feared, so she guarded it with stone, wrapped it in the cold exterior, and went on with her life.
Even stone chips over time.

During Order 66, the younglings and younger Padawans are spared to be trained and used as inquisitors, and Ahsoka is among them, her heart breaking and her determination dwindling overtime, but never truly dying.
