Summary:
There wasn't any games or toys on Kamino, that was a natborn idea. Little cadets were like loth-wolves pups - everything they did was a training for their future. Time was too precious to waste it on _fun_.
At least that was a plan. And every time, they looked at it and decided it was bantashit. They rebeled against their purpose by being kids.
And he did the same by looking the other way.
