He could have been planning to say "made it into SOLDIER" or "is a good lay" or "likes candy, here's some I picked up for him"; it doesn’t matter, Posessiveroth is wired for war.

Rude gets it, he almost bit Zack's ear off when he bounced too close to his territory while Reno was in heat, so he’s not too mad at Sephiroth. But the amount of possessive scenting that goes on after the incident is intense.
Reno: Rude, honey, I smell like a delicious barn.
Rude: *scent scent scent*
Reno: I won't be able to sneak if you keep this up!
Rude: *scent scent scent*
Reno: *on the phone* Hey, Tseng? Yeah, like a skunk on crack. Yep. Ok, I'll work on paperwork from home. Gotcha.

Cissnei is their ace beta and she doesn't argue with Rude’s scenting both of them because she likes cuddles and smelling like her boys. She also loves taking care of Reno during his heats because he falls apart and lets his guard down and says super cute shit. And Rude gets all gooey too.

Reno hates everything about heats when he's not in them, because he doesn't like losing control, but since finding his pack, he's been able to relax into it more. He's never felt safer. Meanwhile, delivery people draw lots to see who has to make a run to their apartment during Reno's heats, because Rude and Cissnei booby trap the surrounding 3 floors, and one wrong step will get you killed.
