Chapter 1: Executive Order 14252

Summary:

On the Creation of a Crisis Commission to Investigate Recent Attacks on the United States and its Allies

The Academy of Unity of the United Nations Hunter Organization declares this document as key curriculum material for the classes Politics in a New World, Bureaucracy Operations and Navigation, and A New Judiciary, circa 3 July 2025.

This document shall be preserved for further historical study and usage in class material.

A/N: No, Amphibia, I haven't abandoned you. I just have severe writer's block + 5 honors college-level classes + depression + an internship with a military contractor that my parents kinda forced me into + volunteering at a museum every other week. My resources are kinda sapped right now. This project's been under development for a while.

To avoid the pitfalls of they point the cannon at you, lord, I'm only going to announce a release date for our finest hour when all the chapters of the first fic are drafted and edited. It'll release on a weekly basis, with a mid-volume break (because this is the RWBY fanbase, after all). I'm really proud of the progress made so far, and I absolutely want to thank my friends Soda and Riley for their help w/ proofreading OFH so far, as well as this teaser.

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

 

Section 1.  Purpose. 

 

This morning, at 10:37 am Pacific Standard Time, a Richter magnitude 8.1 earthquake struck Southern California. Following this event, and the destruction of tens of thousands of homes across California, multiple different municipalities and polities worldwide started reporting attacks by creatures from mythology, described as inky black creatures with white bone plates and red eyes. The most notable incident of this type happened at the Anthropobiology, Science, and Technology Institute outside of Camarillo, California, where a student exhibited unknown biological prowess while fighting off these creatures. Within the hour, it was reported by most major news organizations that these events may be linked to the animated web series RWBY , and the National Security Agency has determined within a reasonable degree of certainty that RWBY is inextricably linked to these events.

 

Resolved, that the Executive Commission on the Remnant Crisis, henceforth referred to as the Remnant Crisis Commission, be formed immediately.

 

Resolved, that this Executive Commission shall consist of the following personnel: 

 

President Joe Biden, Vice President Kamala Harris, Senate Majority Leader Chuck Schumer, Senate Minority Leader Mitch McConnell, House Speaker Hakeem Jeffries, House Majority Leader Steve Scalise, All members of the Senate Armed Services Committee, sans Sen. Menendez, All members of the House Armed Services Committee, GEN Charles Brown, Miles Luna, Kerry Shawcross, Kiersi Burkhart, Eddy Rivas, Neath Oum, Barbara Dunkelman, Lindsay Jones, Kara Eberle, and Arryn Zech.

 

Furthermore, it should be noted the counting of the results of the 2024 presidential election continues. Despite the attacks on American soil, the counting of the votes in all elections shall continue until the last ballot is counted in the United States of America.

 

Resolved, that the building at 1901 E 51st St Bungalow E, Austin, Texas, 78723 be seized by the National Security Agency through an eminent domain application submitted to the District Court for Western Texas. 

 

Resolved, that Rooster Teeth Productions, LLC, be compensated financially for the seizure of property as deemed necessary and with property safe from attack from Grimm.

 

Resolved, that all scripts for RWBY Volumes 1 through 13, in their complete form, be repossessed through eminent domain by the Remnant Crisis Commission.

 

Resolved, that Crunchyroll, LLC be provided free access to these documents and the right to make copies of such documents for its production of RWBY Volume 10 onward.

 

Resolved that any Congressional officials prone to unneccessary delays in the Crisis Commission shall be removed by a vote of only the writers and actors of RWBY present on the Crisis Commission.

 

Section 2. General Provisions.  

 

Nothing in this order shall be construed to impair or otherwise affect:

 

  1. the authority granted by law to an executive department or agency, or the head thereof; or
  2. the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

 

This order shall be implemented consistent with  applicable law and subject to the availability of appropriations.

 

This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
