Gellert Grindelwald has known for 15 years a Necromancer walked amongst them. With little information surviving on the branch of magic, he searched for them amongst students. Only when the signs show that the Necromancer is on the move did he realize his mistake. The Necromancer was not a student and most likely their magic wasn't recognized as it's true strength.
